Position Summary
The PSH Clinical Manager is a key leadership role responsible for ensuring high-quality, clinically informed services across Housing Up’s PSH portfolio. This position oversees Case Manager Supervisors, provides clinical case consultations, supports staff in delivering trauma-informed, strengths-based services, and ensures program compliance with funder requirements, best practices, and organizational expectations.
The Clinical Manager plays a critical role in maintaining service fidelity, driving performance outcomes, and fostering a supportive, accountable, and mission-aligned team culture. The Clinical Manager also assists the Director of Permanent Supportive Housing with administrative tasks related to program management.
Essential Functions
Plan and facilitate a monthly clinical case conference meeting for the PSH team, providing guidance on complex case dynamics, crisis intervention, and staff decision-making.
Supervise and support Case Manager Supervisors, including regular 1:1s, performance reviews, and professional development planning.
Model trauma-informed leadership practices that emphasize empathy, boundaries, accountability, and problem-solving.
Deliver ongoing clinical case consultations to PSH teams to ensure services are aligned with evidence-based practices.
Train staff to write individual service plans; support the development and implementation of service plans that incorporate motivational interviewing, harm-reduction, housing first principles, and person-centered approaches.
Oversee the housing navigation process, collaborating with the case managers and housing team to ensure timeliness and proper prioritization.
Review high-risk cases, participate in case conferences, and assist staff in safety planning and stabilization strategies.
Maintain a consistent presence in the field to observe service delivery and support staff on-site as needed.
Ensure program adherence to HUD CoC requirements, DC program expectations, and organizational policies. Assist the director with related reporting.
Monitor service delivery for documentation accuracy, quality of case notes, timely assessments, and overall clinical integrity.
Use data and program performance metrics to identify trends, gaps, and training needs.
Collaborate with leadership to update workflows, service models, and quality assurance practices.
Participate in interagency meetings, case staffing, critical incident reviews, and community coordination efforts.
Represent Housing Up in collaborations with clinicians, service providers, funders, and DC agencies.
Train team members to write biopsychosocial assessments. ?Review and approve the clinical documentation for case managers.
Maintain appropriate confidentiality of client information and records.
Complete all other duties as assigned.
Masters in social work or related clinical field.
Licensed in the District of Columbia as either a LICSW, LGSW or LPC. LICSW strongly preferred.
Minimum of two years of management experience providing supervision, counseling or case management services to individuals/families experiencing homelessness or other related populations.
Strong knowledge of trauma-informed care, harm-reduction, Housing First, and family-centered practice.
Experience working with families with complex behavioral health, medical, and social needs.
Excellent communication, coaching, and documentation skills.
Ability to manage multiple priorities in a fast-paced environment and maintain a balance of empathy and accountability.
