Under direction of the Behavioral Health Manager, plans, organizes, directs the full-scope of operational activities and provides clinical and administrative oversight of a multidisciplinary team which provides behavioral health services to adults, seniors, or children services including a range of outpatient treatment and services to adults with serious mental illness, substance use disorders and performs related duties as required.
Ideal candidates are detail oriented behavioral health professionals with superior organizational, time management, interpersonal and communication skills (both written and verbal); computer literate with strong proficiencies in Word, Excel, and PowerPoint; have considerable experience in behavioral health assessment, treatment, case management practices, and substance use disorder treatment; and have a proven history of leadership (lead, supervisory, and/or program management) in a clinical setting.
EDUCATIONAL INCENTIVE: Some positions may be eligible for educational incentive. This incentive may be 2.5%, 3.5%, or 5% for incumbents in eligible positions based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification.
BILINGUAL INCENTIVE: Some positions may be eligible for bilingual incentive depending on the applicable memorandum of agreement and the needs of the department. In order to qualify for this incentive, incumbents in eligible positions must take and pass the applicable bilingual fluency exam.

Behavioral Health Clinic Administrator III is a Management classification and is not eligible for overtime compensation. Incumbents in this classification are eligible for benefits at the MB4 level.
The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent, and Extra Help vacancies. There are currently ten (10) Regular positions located throughout Ventura County.
TENTATIVE SCHEDULE OPENING DATE: 8/22/22 CLOSING DATE: Continuous and may close at any time; therefore, the schedule for the remainder of the process will depend upon when we receive a sufficient number of qualified applications to meet business needs.
Examples Of Duties
Duties may include but are not limited to the following:
Within the scope of licensure and/or area(s) of expertise, provides clinical and programmatic oversight of treatment team members, including supervision of assessment, treatment and rehabilitation of clients served by Behavior Health;
Selects, trains and supervises multidisciplinary staff. This will include setting staff performance standards including standards in clinical areas within the scope of licensure and professional expertise; evaluating employee performance and taking disciplinary actions as needed;
Evaluates new clients to establish acuity level and assign staff accordingly, coordinates delivery of services by a multi-disciplinary team; oversees case discussions; reviews client charts to ensure compliance with departmental policies and process;
Supervises collection and input of all client and cost data necessary to evaluate client outcome and cost benefit. This may include reviewing of charts and ensuring that client documentation is completed in a timely manner; compiling and preparing reports on clients served and treatment outcomes;
In collaboration with the Behavioral Health Manager, identifies potential and actual program and operational problems and assists in the development and implementation of policies and procedures to resolve them; define and advocate organizational goals and policies to employees and communication employees' views to VCBH Management;
Oversees the coordination and collaboration with County and community systems; and
Performs other related duties as required.

Typical Qualifications
These are entrance requirements to the exam process and assure neither continuance in the process nor placement on an eligible list.
EDUCATION, TRAINING, and EXPERIENCE Considerable and progressively responsible behavioral health experience which has led to the acquisition of the required knowledge and abilities. The required knowledge and abilities can also be obtained by: Considerable experience in mental health or addiction practice equivalent to three (3) or more years of program experience.
NECESSARY SPECIAL REQUIREMENTS
Licensed as a Clinical Social Worker, Clinical Psychologist, Professional Clinical Counselor, or Marriage and Family Therapist.
Previous experience in a leadership role in behavioral health service programs. This experience may include a lead or supervisory role as a Clinician, Cognitive Behavioral Therapy (CBT) Coach, Mental Health Nurse, Alcohol and Drug Treatment Specialist or played a leadership role responsible for the administration of a program in a clinical setting
Must possess and maintain a valid California driver license at the time of hire
DESIRED:
Experience monitoring and reporting on team performance including electronic health record, client outcome goals, productivity, expenditures, and revenue
Knowledge of quality improvement processes
Experience working with seriously mentally ill youth and/or adults with dual diagnosis
Ability to speak both English and Spanish
Knowledge, Skills, and Abilities:
Thorough knowledge of: behavioral health assessment, treatment, and case management practices; Behavioral Health Department clinical policies and procedures; staff supervision and personnel practices; and other local public agency goals and practices.
Comprehensive ability to: supervise a multi-disciplinary team and provide clinical oversight in a Behavioral Health program, including program development; diagnose and treat persons with severe mental illness and/or treat persons with substance abuse disorders; utilize personal computing hardware and software; prepare reports; maintain medical record standards; work independently toward specific goals; provide active and positive leadership; develop community resources; work within budget constraints; respond effectively to crises; effectively handle persons who are angry, demanding, emotionally upset and/or resistant to treatment; evaluate safety and risk factors for staff and clients; maintain cooperative working relationships with staff, community members, and other governmental agencies; communicate effectively, both orally and in writing; review and legally sign-off on treatment plans, override medical necessity; and supervise Marriage and Family Therapist (MFT), Associate Marriage and Family Therapist, Associate Clinical Social Worker (ACSW), Master of Social Work (MSW), Associate Professional Clinical Counselor (APCC) and Licensed Professional Clinical Counselor (LPCC).
