The Social Worker is responsible for all administrative and clinical aspects of the Admissions Department of the Residential Rehabilitation Treatment Program (RRTP) located at the White City, OR VA Medical Center. The Social Worker manages the daily operation of the department, directs patient care services in the department area, develops policies and procedures for department operation and prepares reports and statistics for facility, VISN, and national use. The Social Worker manages and controls the use of data related to Admissions regarding day to day functioning and program evaluation. In conjunction with the Service Chief, the incumbent plans, organizes and directs administrative, operational, patient and personnel activities for the department. The Social Worker is expected to collaborate with other Services on a regular basis in order to support the Mental Health Residential Rehabilitation Treatment Program (MHRRTP) mission. The Social Worker may also provide direct patient care services in the program area. The Social Worker is expected to provide complex clinical services to Veterans and clinical consultation to subordinate staff on a daily basis. The nature of this work necessitates strong ethical principles as well as advocacy skills in order to ensure that Veterans have a safe as well as a therapeutic environment with which to meet treatment goals. The Social Worker follows the NASW Code of ethics in order to guide the daily practice and interactions with Veterans and staff. Major duties will include, but will not be limited to: a. The Social Worker directly and indirectly supervises a group of employees (social workers, nurses, medical support assistant, MDs, peer support specialist) performing work at various GS levels and provides administrative, technical, and clinical supervision necessary for accomplishing the mission. Ensures adequate staffing to ensure Veteran-centric program outcomes. b. Supervises employees to accomplish the work of the Admissions Department. Exercises authority and responsibility involving work assignments as well as other related administrative and personnel management functions. c. Performs administrative and personnel management functions for supervised staff. The Social Worker establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system. Observes workers' performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance. Social Worker is able to resolve informal complaints and grievances. Develops work improvement plans, recommending personnel actions as necessary. Advises and counsels workers on work and administrative matters. Effects staff disciplinary measures as appropriate. Reviews and approves or disapproves leave requests. Social Worker ensures that subordinates are trained and fully comply with the provisions of the safety regulations. d. Develops and administers policies, procedures, and programs to enhance the Veteran's Admissions experience in the MHRRTP. Coordinates within the Behavioral Health Service Line (BHSL) departments. Coordinates with other VA SORCC departments in order to maintain a supportive and therapeutic residential treatment environment. Develops and implements information and workload systems to evaluate the quality of services provided and track productivity. Also coordinates with other VISN treatment centers concerning admission candidates for RRTP as well as maintaining a working relationship with other VISN RRTPs in order to facilitate work relationships. e. Coordinates and leads the Admissions team, and makes successive improvements in processes to benefit the residential treatment experience for all MHRRTP Veterans. f. Collaborates with and assists others within or across work groups to validate and/or improve practice, either on the basis of application of current research-based knowledge or conducting research. This may include methods to evaluate the outcomes of practice changes and reporting the results as appropriate. g.
